Jeff Moore
Jeff Moore joined emda as the finance Director in July 1999, being promoted to Chief Executive in February 2005 after roles in Finance, Inward Investment and Tourism as well as two years as Deputy Chief Executive.
Jeff has always lived, worked and studied in the East Midlands. He is a qualified accountant and graduated in law at Nottingham Trent University.
He trained and qualified as a member of the Chartered Institute of Public Finance and Accountancy within local government becoming Director of Finance for Broxtowe Borough Council in 1989.
Jeff has a number of other roles. He is Chairman of the Investment Advisory Committee of the East Midlands Regional Venture Capital Fund, Chairman of the Investment Advisory Committee of the Catapult Growth Fund and Chairman of the Investor Committee Board of the Capital for Enterprise Fund. Jeff is also trustee of the National Space Science Centre, plus a Board Member of Derby Cityscape (URC) and Nottingham Regeneration Limited. Jeff is also Chairman of the Blueprint Board (property regeneration partnership).
Andrew Morgan
Andrew Morgan was appointed as Skills and Communities Director at the East Midlands Development Agency (emda) in February 2007. This role covers a number of emda's key policy areas including rural development; employment learning and skills, and community development; principally through co-ordination of emda's sub-regional strategic partnerships; European programmes and relations with local authorities.
Andrew was Head of Strategy and Regional Affairs at emda from 2005 to 2007. During that time, he managed the development of the Regional Economic Strategy, A Flourishing Region, and was responsible for strategy, research, evaluation and for relations with regional organisations.
Previously, Andrew spent five years at HM Treasury in London working in teams covering policies such as regions, enterprise and financial crime, and was latterly Head of Regional Institutions at HM Treasury. Andrew has also worked for the Liberal Democrats in the House of Commons and for the Local Government Ombudsman.
Michael Stubbs
Michael has been the Rural Development Programme Manager for the RDPE Team since East Midlands Development Agency (emda) assumed responsibility for delivering the Rural Development Programme for England in October 2006. Michael oversees the day to day implementation of the programme in the region. Before joining emda Michael worked for the Countryside Agency, and previously within the Department of Agricultural Economics and Business Management at Wye College, University of London. Michael comes from a farming background and has an agricultural and business degree from Aberystwyth University.
