Metro, the West Yorkshire Passenger Transport Executive, has been leading
the way in the implementation of Local Transport Plans. Having been awarded Beacon Council Status, for Better Public Transport, in April 2004, Metro is holding two Accessibility Planning conferences, through the Beacon Peer Support scheme. The scheme recognises best practice and innovation in local government and has engendered an extensive period of dissemination activity during the one-year award period.
These two one-day conferences aim to support local transport authorities and their partners in developing their full accessibility strategies for submission to the Department for Transport in March 2006.
As a new responsibility for local transport authorities, extensive Accessibility Planning guidance, training and support have been made available through a range of sources.
These Beacon conferences aim to support and complement the growing accessibility planning toolkit and explore how the processes in the best practice guidance can be fitted into a real world context by:
- focusing on leading edge examples of delivery
- offering practical workshops on key development and delivery issues
- enabling peer to peer networking to compare successes, challenges and progress

Paul Roberts
Since 2000 Paul has worked in Metro (West Yorkshire PTE) as the Planning Manager. He graduated in Geography from Durham in 1979 and gained his MSc from Birmingham in 1980. Following postgraduate research he worked in Merseyside Joint Transportation Unit (JTU), West Yorkshire Highways and Engineering Technical Services (HETS) and Leeds and Bradford Councils. He spent 1995 to 2000 working in consultancies including 2 years in Bangkok and preparing the Surface Access Strategy for Finningley Airport. While originally specialising in transport surveys and modelling he has been active in the development of transport strategies, highway and public transport scheme development and evaluation, integrated land use planning, and is now involved in the development of West Yorkshire second LTP. His Involvement in Accessibility Mapping grew from a mutual recognition of the opportunities and potential of Metro’s GIS information system while creating a TRIPS bus network in liaison with Bryn Lockwood of SDG and has resulted in the development of the West Yorkshire PTAM (public transport accessibility mapper).

John White
John is employed by Halton Borough Council as manager of the borough’s Neighbourhood Travel Team. John has previously worked for Greater Merseyside Connexions as an area co-ordinator; for Merseyside Youth Association as a projects/ training manager; and for Martin Dawes Telecommunications (now O2) as a projects manager. A keen believer in continuing personal development John has over the last 10 years, studied part time for the CIPD Diploma in Personnel Management, an honours degree in Business Studies, an MSc in Human Resource Development, as well as NVQs at level 4 in Community Justice and Advice & Guidance.
Caroline Fish
Caroline has been working on accessibility planning since joining the Department for Transport in April 2002. She worked closely with the Social Exclusion Unit on their report “Making the Connections” and, subsequently, with local authorities and other central Government departments on the development and delivery of the accessibility planning process. She previously held positions in the Department for Transport, Local Government and the Regions, the Department for Transport, Environment and the Regions and a private consultancy firm.
Helen Pattington
Helen has been working on accessibility planning policy for almost a year, in the Buses and Taxis Division of the Department for Transport. She returned to the Civil Service last year, having worked in the Home Office some years ago. She has also worked as a project manager for one of the financial organisations in the City of London, and on the National Fingerprint Identification System (NAFIS) project.

Derek Halden
Derek has twenty three years of experience of transport planning and project development working within research, consultancy, central government and local government. In 1996 he set up his own consultancy practice specialising in planning transport to meet people’s needs. Since then the firm has built a strong reputation developing innovative concepts into mainstream practice and has assisted central government defining requirements and best practice on safer routes to school, transport appraisal, demand responsive transport, and land use planning. In 2004, DHC led work to pilot accessibility planning in England for DfT, leading to the national guidance, and over the last 10 years Derek has directed and managed many accessibility analysis and planning projects for various public agencies.

Linda Phipps
Linda Phipps is Chair of the East Leeds Primary Care Trust, where she takes a special interest in performance improvement, governance, community involvement, the preventative agenda and reduction of health inequalities. She is a member of the Local Strategic Partnership Board on behalf of all the Leeds PCTs, the Strategic Transport Partnership, and the local District Partnership Board. With a background in public transport and local government, to Executive Director level, she is also a Core Member of the national Beacon Advisory Panel, and chairs its Dissemination Subgroup to promote dissemination of good practice. Previously she was buddied with its Better Local Public Transport theme and is currently buddied with its Road Safety Theme. Within her consultancy portfolio she undertakes inspection, coaching, governance, and evaluations.
In Leeds, Linda facilitated a process to bring together Health and Transport, to create mutual understanding of policy targets and shared agendas, and she is keen to see this process continue and develop.
Sarah Collins
Sarah has worked at Cambridgeshire County Council for the last five years. During
her time there, she has been involved in a number of different aspects of work,
including the Structure Plan, the new Local Transport Plan and the LTP Annual
Progress Reports. She has also worked on major developments in and around Cambridge,
assessing their transport implications. Most recently however, she has been
involved in accessibility planning and is currently working with partners to
produce a number of accessibility action plans in the county.
